SERU Requirement

The implementation of the Safety, Equality, and Regulatory Understanding (SERU) requirement took effect on October 1, 2021, impacting both new applicants and those seeking to renew their PHV driver license.

The SERU requirement encompasses the following aspects:

a) The responsibilities of drivers as outlined in the PHV (London) Act 1998, including the associated regulations and pertinent obligations under the Equality Act 2010.

b) Adherence to the policies and guidelines issued by Transport for London (TfL) or other relevant entities pertaining to PHV drivers in London.

c) Recognition of the specific needs of passengers with protected characteristics under the Equality Act 2010.

d) Ensuring the protection of children and vulnerable adults from harm and abuse.

e) Prioritizing passenger and driver safety.

f) Promoting road and vehicle safety.

Preparing for Your Assessment

The assessment of SERU is based on the information presented in the PHV Driver’s Handbook. It is essential for applicants to thoroughly read and familiarize themselves with the Handbook before undertaking the assessment. To assist applicants in preparing for the SERU assessment, an online assessment guide has been developed.

The online assessment guide comprehensively covers each section of the Handbook, providing detailed information and a Knowledge Check at the end of each section. With over 36 knowledge check questions, the guide also includes a section that walks candidates through the entire assessment process, complete with screenshots from the assessment center. This ensures that candidates are well-prepared and aware of what to expect on the day of the assessment.

The SERU assessment is conducted in a computer-based format by TfL staff at TfL offices. It consists of multiple-choice questions and sentence completion exercises.

Upon confirmation of an assessment booking, applicants will receive further information regarding what to expect on the day of the assessment. Ample time will be provided for applicants to prepare, and reasonable adjustments will be made as necessary, as outlined below.

Once a booking has been confirmed, applicants are expected to make every effort to attend the assessment. It should be noted that in the future, we reserve the right to require applicants to retake the SERU assessment if there are significant changes in the regulatory landscape.

Support Services

A wide range of free resources and courses are readily available online to assist individuals in improving their English skills. It is highly recommended to explore these resources before undertaking the assessment.

Several colleges offer free skills for life or English courses specifically designed for individuals with low income or those receiving benefits such as Job Seeker’s Allowance or Employment and Support Allowance.

Additionally, many councils provide free English courses or guidance on available courses and support services. To find classes in your area, you can visit the National Careers Service website or contact them at 0800 100 900.

Numerous free online resources, such as Skillswise by the BBC, offer valuable learning materials and tools to enhance English proficiency.

If you have a disability, you might be eligible for support or grants to assist with the assessment costs or obtaining medical information through the Access to Work program.

Safeguarding Awareness Training

Prior to taking the SERU assessment, it is expected that applicants complete the online Safeguarding Awareness training course. This course is designed to provide individuals with essential knowledge and awareness regarding safeguarding practices and protocols. By completing the course, applicants can enhance their understanding of how to ensure the safety and well-being of passengers, particularly children and vulnerable individuals.

Reasonable Adjustments

To ensure fair and consistent assessments, reasonable adjustments will be made for individuals who require them due to disabilities or specific conditions.

If you need adjustments to be made during your assessment due to a disability or condition, it is important to inform us when booking your assessment. Following your notification, you will receive an invitation to provide us with a brief outline of your condition and submit documented evidence from a relevant professional.
